TOPIC: CARGO IN TRANSIT
When you received request from your customers, you should check information about regulations on the transit of goods, route and type goods in transit that must be permitted in Vietnam; customs procedures for goods in transit through the territory of Vietnam.
1/ WHAT IS CARGO IN TRANSIT?
A shipment will be transported from the third countries via international border and borrow inland of other nation to transport cargos to the end point is called transit cargo (in-transit).
Some nations and special economic zones don’t have sea ports and these nations must use the sea port of other nations to import or export their cargos.
Example as below:
Laos is a nation which don’t have any sea ports. All cargoes import from China which must transit via inland of Vietnam through between Vietnam – Laos border.
2/ PROCESS DIAGRAM TRANSIT CARGO
Example: The Cargo from CHINA transport to LAOS.
In details:
A shipment will be transported from Shantou port, China to HaiPhong Port, Vietnam. After that, this shipment will be shipped through Cau Treo border to Vientiane, Laos.

Commodity: Potato Chips, Food Stuff
Ex: Process diagram transit cargo to Laos.

Regarding to Potato Chips, Food Stuff, this items carry out customs clearance normal.
So, we carry out Cargo in transit plan.
1/ Checking schedule and making arrangement to get booking as plan.
2/ Preparing documentation for carry out customs clearance at Hai Phong Port:
- Sales contract (between Shipper & Consignee, copy)
- Letter of authorization (between Consignee & Lacco, 3 original )
- Contract for cargo in transit (between Lacco & consignee, 2 original)
- Invoice, packing list, bill of lading (file copy)
- List of commodities by Vietnamese ( Showing information of goods, Brands, Hs code, NW, GW, …)
- Letter of authorization to received EDO (if any (depends), scan and original)
Notes: In some cases, shipping lines or government regulations might dictate/insist that the clause reads as “Cargo in transit to “name of country or final destination” on client care, risk and cost“ In the box of Description of goods.
Ex: Showing the sentence “Cargo in transit to laos via haiphong” or “Cargo in transit to laos via haiphong haulage from haiphong to laos is arranged by consignee at their risk and expenses” It depends.
3/ Transit customs procedures
When we received ARRIVAL NOTICE, we check and pay Local charge to get D/O or EDO.
At the same time, we do OLA customs declaration and carry out customs at HaiPhong Port (documentation for customs clearance is mentioned at 2 item).
After fulfilling customs procedures at HaiPhong port, we get the cargo out of Port and delivery to Cau Treo Border to do export customs clearance. After that, we continue to do import customs clearance in NamPhao Border, Laos, and delivery to consignee's warehouse in Vientiane Capital – Laos.
